Rwanda’s main tourism services continue to operate, but travelers should not use an old “Rwanda is safe” statement as a substitute for current official advice. As of 15 July 2026, the United States lists Rwanda at Level 3, “Reconsider Travel,” due to health, crime and unrest risks, with a Level 4 warning within 10 kilometers of the Democratic Republic of the Congo border. Safety in Kigali and tourist areas

Official UK advice describes crime levels as relatively low but notes burglary, theft, bag-snatching and mugging in Kigali. Use the same precautions you would in any capital: arrange evening transport, keep valuables discreet, avoid walking alone in quiet areas at night and do not leave bags visible in vehicles.

Border areas require special attention

Conflict in neighboring eastern DRC can affect border regions, crossings and nearby transport at short notice. Do not add a cross-border excursion without checking official advice, insurance and local conditions. The current U.S. advisory includes a health risk linked to the regional Ebola situation and directs travelers to CDC guidance. Health entry rules can change by recent travel history.
